Correctional Healthcare Staffing and Services

Background
The Pennsylvania Department of Corrections (DOC) is seeking proposals for comprehensive medical and psychiatric services for incarcerated individuals. The goal is to ensure that all individuals in custody receive health care services equivalent to those available to the public. This RFP aims to replace existing contracts for Health Care Services and Psychiatric Staffing.

Work Details
The RFP consists of three lots:

- **Lot 1**: Health Care Staffing and Services
- Medical services across all correctional institutions and two secure Community Correction Centers.
- Required services include physician, certified registered nurse practitioner (CRNP), physician assistant (PA-Cs), medical specialty, laboratory, and related outpatient services.
- Nursing and medical records staffing at SCI-Pine Grove and SCI-Chester.
- Staffing for dialysis units at SCI-Laurel Highlands and SCI-Muncy.

- **Lot 2**: Psychiatric Staffing and Services
- Focuses on psychiatric services for all correctional institutions, Community Correction Centers, inpatient mental health units, forensic treatment units, and specialized housing units.

- **Lot 3**: Comprehensive Health Care Services
- Combines all services from Lots 1 and 2 into a comprehensive offering.

Offerors can propose on individual lots or combinations but must submit separate proposals for each lot they wish to bid on.

Period of Performance
The initial term of the contract will commence on the Effective Date and will last for five years, with an option for three additional one-year renewals.

Place of Performance
Services will be performed at various locations including:
- 23 State Correctional Institutions (SCIs)
- Two secure Community Correction Centers (CCCs)
- One Inpatient Forensic Treatment Center (FTC)
- Two Inpatient Mental Health Units located throughout Pennsylvania.
