1. Service Identification: Determine the nature and extent of central services provided to operating departments.
2. Cost Identification & Classification: Identify all allowable central service costs to be included in the plan, distinguishing between billed and allocated costs.
3. Methodology Development: Determine appropriate statistical data (e.g., headcount, square footage, usage hours) for allocating functional activity costs tailored to individual cost pools.
4. Plan Preparation & Reconciliation: Prepare the CAP document including projections of future costs and reconciliation of actual costs from previous years.
5. Review & Negotiation: Coordinate with the cognizant federal agency to negotiate and obtain approval for the CAP.
6. Documentation & Reporting: Produce a comprehensive report documenting the allocation process, supporting records, and final results for audit purposes.
Period of Performance
The contract will commence upon execution and will last for three (3) years, with options for renewal at the County's discretion for two (2) additional one-year periods, totaling up to five (5) years.
Place of Performance
The services will be performed in Montgomery County, Pennsylvania.
Bidder Requirements
