Consulting Services-Westmoreland Manor

Background
The County of Westmoreland, located in southwestern Pennsylvania, is seeking proposals for a consulting/management firm to assist in the operation of Westmoreland Manor, a skilled nursing facility. This facility has been under management or consultative services since December 1996 and is licensed for 408 beds, certified for Medicare and Medicaid. The County aims to maintain high-quality services while minimizing reliance on local tax dollars. The selected firm will provide expertise in navigating regulatory changes and improving operational efficiency.

Work Details
The successful Proposer will provide consulting services that include:

1. Management of daily operations in compliance with federal, state, and local regulations.
2. Assignment of a licensed Nursing Home Administrator as the primary consultant.
3. Conducting an Annual Mock Survey and being present during Pennsylvania Department of Health Surveys.
4. Offering consultation in various operational areas including clinical services, quality improvements, infection control, fiscal management, rehabilitation services, and education/training.
5. Providing updates on job descriptions based on industry standards and assisting with staffing solutions.
6. Ensuring all personnel meet statutory requirements including background checks and health standards.
7. Maintaining confidentiality of all records related to Westmoreland Manor.

Period of Performance
The initial term of the contract is expected to be three years, with options for extensions of one to three years by mutual agreement.
