Consulting Services for Combined Sewer Overflow Program Support

Background
The Philadelphia Water Department (PWD) is seeking qualified firms to provide consulting services for its Combined Sewer Overflow (CSO) program. The PWD's mission is to deliver integrated water, wastewater, and stormwater services while ensuring compliance with environmental regulations. This contract aims to support ongoing regulatory planning and administration of the CSO system, which is critical for maintaining water quality and meeting Clean Water Act obligations.

Work Details
The selected contractor will provide a range of consulting services including:
- Support for Long Term Control Plan (LTCP) preparation, program tracking, adaptive management, technical documentation, reporting, and financial capability assessment.
- Execute routine data reporting and conduct custom technical analyses.
- Prepare formal regulatory deliverables and provide expert compliance guidance.
- Conduct targeted peer city research on CSO communities to inform decision-making.
- Review draft regulatory materials such as Consent Orders and NPDES Permits.
- Provide project management services for large initiatives as requested by PWD.
- Update the LTCP based on ongoing evaluations and prepare a Post-Construction Monitoring Plan to assess the effectiveness of implemented CSO controls.

Period of Performance
The contract is expected to commence on July 1, 2026, and will run until June 30, 2027, with the possibility of four one-year extensions.

Place of Performance
The work will primarily be conducted in Philadelphia, PA.

Bidder Requirements
Respondents must demonstrate experience in planning and developing regulatory deliverables related to National CSO Policy and Clean Water Act requirements. They should have expertise in areas such as Clean Water Act compliance, NPDES Permits, and comprehensive monitoring of CSO controls. Additionally, bidders are encouraged to apply for Local Business Entity (LBE) certification.
