Background
The City of Philadelphia is seeking proposals from consulting firms to provide management and consulting services for the operation of the City's 911 Centers, public safety radio network, and associated systems. The City receives approximately 3 million 911 calls annually, accounting for one-third of all 911 calls in Pennsylvania. The primary and secondary Public Safety Answering Points (PSAPs) are located in the Philadelphia Public Services Building. The contract aims to enhance the efficiency and effectiveness of emergency response services through expert consulting.
Work Details
The selected consulting firm will be responsible for a range of tasks including:
- Maintaining the PEMA funded regional Emergency Services IP Network (ESInet)
- Managing the City’s Motorola P25 800 MHz radio system
- Project management for Police and Fire computer-aided dispatch systems
- Generating database queries and reports for PSAPs
- Deploying performance scripts for testing 911 systems
- Managing Text to 911 service implementation
- Analyzing Monitoring Detection and Response Reports
- Implementing Next Generation 911 services
- Advising on contract costs
- Conducting in-building radio coverage testing
- Updating Continuity of Operations Plans (COOP)
- Researching and writing RFPs/RFIs related to 911 systems
- Reviewing responses to RFPs/RFIs
- Updating street centerline files and MSAG files.
Period of Performance
The anticipated period of performance is one year from the date of contract award unless an extension is approved by the City.
Place of Performance
The services will primarily be performed at the Philadelphia Public Services Building located at 400 N. Broad St., Philadelphia, PA.
Bidder Requirements
Applicants must demonstrate established relationships with local exchange carriers and municipalities. They must also have proven knowledge of Pennsylvania Act 12 of 2015 regarding emergency telephone service. No software or hardware will be provided under this contract; only consulting services are sought.
