Description

The Department of Environmental Protection (DEP), District Mining Operations (DMO) requires a consultant to prepare formal reports and work proposals, conduct necessary work, and perform evaluations of sites that require a determination of the cause of damage to a structure within the coal regions of Pennsylvania. Background
The Department of Environmental Protection (DEP), District Mining Operations (DMO) is seeking a consultant to conduct structural damage assessments and reporting in the coal regions of Pennsylvania. The goal of this contract is to prepare formal reports, work proposals, and evaluations to determine the causes of structural damage in these areas. This may involve various investigations related to mining activities.

Work Details
The consultant will be responsible for preparing formal reports and work proposals. They will conduct evaluations of sites for structural damage, assist in locating mine pools, and determine static pool elevations. Additional responsibilities include aiding in water loss investigations, placing monitoring wells and piezometers, conducting site visits, and submitting work proposals for DEP approval. The consultant must ensure all necessary permits and licenses are obtained. Specific tasks include core drilling, subsurface soil sampling, borehole sealing, groundwater monitoring well installation, and various tests such as natural moisture content tests and mechanical analysis. It is essential that the consultant ensures minimal disturbance during operations and restores sites to pre-project conditions.

Period of Performance
The contract will commence upon execution and terminate on June 30, 2026. There is an option to renew for up to four additional consecutive annual terms until June 30, 2030.

Place of Performance
Work will primarily take place in the coal regions of Pennsylvania. The consultant's office is required to be within a 40-mile radius of Pittsburgh, PA.

Bidder Requirements
The consultant must possess qualifications including: a geologist with at least five years of experience in mine subsidence-drilling projects; a project supervisor who is a registered professional engineer with at least ten years of experience in mine subsidence damage investigations; compliance with the Steel Products Procurement Act requiring the use of U.S.-produced steel products; registration with SAM.gov; and provision of a Unique Entity Identifier (UEI) number.
