Background
The Pennsylvania Department of Transportation (PennDOT) is seeking to procure construction equipment, specifically a Wheeled Excavator and Wood Chipper, to support its operational needs. The goal of this contract is to ensure that the supplied equipment meets specific performance and safety standards while complying with environmental regulations.

Work Details
The contractor shall provide the following equipment:

1. **Wheeled Excavator**: Minimum 32,000 lb. operating weight, must include features such as:
- Standard factory paint color with options for PennDOT yellow.
- Compliance with EPA regulations.
- Enclosed cab with standard equipment including rubber floor mat, heat, air conditioning.
- Safety features including ROPS, Lexan safety glass, battery disconnect switch, and hour meter.
- Additional specifications include hydraulic systems for attachments, various buckets (24 inch, 42 inch digging buckets), and auxiliary hydraulics.

2. **Wood Chipper**: Hydraulic swivel discharge chute with a capacity of 12 inches. Must include:
- Minimum weight of 5300 lbs and engine specifications (80 HP diesel or 120 HP gasoline).
- Compliance with EPA regulations.
- Safety features including anti-skid paint on grab handles and platforms, safety control bar controls, and surge brakes.
- Additional specifications include adjustable trailer tongue, fire extinguisher mounted securely, and operator training.

Period of Performance
The contract will be performed over a period ending on March 7, 2025.

Place of Performance
The equipment will be delivered to designated county locations within Pennsylvania as specified by PennDOT.

Bidder Requirements
Bidders must comply with specific requirements including:
- Indication of M/WBE status if applicable.
- Compliance with EPA regulations for model year supplied.
- Provision of warranties for 2 years covering parts and labor. Bidders must ensure that all paperwork provided at delivery does not endorse the equipment as free from defects until inspection is completed.
