It is the intent of the City of Philadelphia to award CNG Fueling of Refuse Compactors to the Department of Fleet Services specified herein during the contract period. All quotes must be submitted through PHL Contracts no later than 10:30 AM on the date that the related bid opens. Quotes will not be accepted after the bid opening. It is the Seller's responsibility to make sure that the quote is submitted in a timely manner.

Work Details
The contractor will provide CNG fueling services for two initial 20 cubic yard (CY), 70 gasoline gallon equivalent (GGE) refuse compactors, with an additional five units expected during the contract's duration.

The fuel provider must ensure access to CNG during standard operating hours (7:00 AM - 4:00 PM) and comply with all local and national codes. Key requirements include:
- Dispensing CNG at 3,600 psig with a maximum fill pressure of 4,200 psig.
- Two compressors with a minimum capacity of 1,000 SCFM.
- Installation of dual hose fast-fill dispensers designed for heavy-duty applications.
- Security cameras monitoring the station 24/7.
- Compliance with SAE J1616 standards for natural gas composition.
- Monthly reporting on GGE usage to the Deputy Fleet Manager.

Period of Performance
The contract will commence upon award and last for an initial term of twelve months, with options to renew for up to four additional one-year periods at the city's discretion.

There may also be an additional performance period of up to three months if necessary.

Place of Performance
Services will be performed at a CNG fueling station located within 15 miles of the Department of Sanitation at 3030 South 63rd Street, Philadelphia, PA.

Bidder Requirements
Bidders must be enrolled in the City's Annual Bid Security Program and pay a non-refundable fee of $100. They must also provide proof that their staff is trained in maintenance and operation practices specific to CNG fueling stations.

Additionally, bidders should have at least one public access fast-fill CNG fueling station operational 24/7 within proximity to the city.
