Cleaning of City Vehicles

Background
The City of Pittsburgh Office of Management and Budget is soliciting bids from qualified firms for the Cleaning of City Vehicles. The goal is to ensure that city vehicles are maintained in a clean and presentable condition, supporting the city's operational efficiency and public image.

Work Details
The contractor will be responsible for cleaning various city vehicles, which may include sedans, SUVs, trucks, and other municipal vehicles. The scope includes interior and exterior cleaning services such as washing, waxing, vacuuming, and detailing. Specific tasks may involve:

1. Exterior washing and waxing of vehicles to protect paint;
2. Interior vacuuming and shampooing of carpets and upholstery;
3. Cleaning of windows inside and out;
4. Removal of trash and debris from vehicles;
5. Application of protective coatings as needed.

Period of Performance
The contract period is from June 1, 2026, through May 31, 2028, with two one-year options to renew.

Place of Performance
The services will be performed at various locations within the City of Pittsburgh as designated by the Office of Management and Budget.

Bidder Requirements
Bidders must demonstrate good faith efforts to include Disadvantaged Business Enterprises (DBE) in their proposals. The City has set participation goals of at least 18% for Minority-Owned Business Enterprises (MBEs), 7% for Women-Owned Business Enterprises (WBEs), 5% for Veteran-Owned Small Businesses (VOSBs), and 3% for LGBTQIA+ businesses. Bidders must also provide a bid guarantee in the form of a cashier's check or bond not exceeding 5% of the bid total.
