Central Repository for PLS Academic Records

Background
The State Board of Private Licensed Schools (the Board) seeks to contract with a vendor to serve as the central repository for student transcripts for all closed and currently operating schools licensed/registered by the Board.

The Division of Postsecondary Proprietary Education, within the Pennsylvania Department of Education, will serve as the point of contact for this contract. Private Licensed Schools are mandated to store records for a period of 50 years. The vendor will manage the storage and servicing of these records for both schools and students.

Work Details
The vendor will be responsible for storing and servicing approximately 900,000 student transcripts currently held in the central repository.

Additionally, an estimated 500,000 historical transcripts from operating schools will need to be uploaded and stored in the repository by December 31, 2027. The services include ensuring secure storage, retrieval, and management of these academic records.

Period of Performance
The contract term will commence upon execution and will continue until all services are completed or until December 31, 2027, whichever is later.

Place of Performance
The services will be performed within the Commonwealth of Pennsylvania.

Bidder Requirements
The contractor must comply with all applicable laws and regulations related to data privacy and security.

Additionally, they must conduct background checks on employees who will have access to Commonwealth data or facilities.
