CDBG Hepford Park Improvements

Background
The CDBG Hepford Park Improvements project is initiated by the Township of Nether Providence. It aims to enhance the park facilities through federal funding from the Community Development Block Grant (CDBG) program. The project is designed to improve accessibility and overall functionality of Hepford Park, aligning with the township's mission to provide quality recreational spaces for its residents.

Work Details
The contract includes major quantities such as:
- Reconstruction of a parking lot (250 square yards)
- Construction of an accessible path (100 square yards)
- Installation of 6” concrete curbs (200 linear feet)
- Parking lot expansion and repaving (900 square yards)
- Striping and installation of ADA parking signs
- Accessible park areas and guide rail removal
- Bollards (20 units), trees (5 units), and a park sign.

Alternate items include an electric panel, disconnect, and site lighting.

Period of Performance
The work must be completed between August 17, 2026, and September 17, 2026. The contractor is required to commence work on a date specified in the written 'Notice to Proceed' from the Owner and complete the project within 30 consecutive calendar days thereafter.

Place of Performance
The project will be performed at Hepford Park located at 214 Sykes Lane, Wallingford, PA 19086.

Bidder Requirements
Bidders must submit a certified check or bid bond amounting to not less than 10% of their total bid. They are also required to comply with federal regulations including Davis-Bacon Act wage rates and Section 3 requirements for contracts over $200,000. Additionally, bidders must provide proof of insurance coverage as specified in the contract documents.
