Background
The Allegheny County Sanitary Authority (ALCOSAN) is seeking to replace its legacy utility billing system. ALCOSAN's mission is to provide effective wastewater treatment and management services. The goal of this contract is to engage a qualified firm to design, configure, implement, and support a modern utility billing solution that meets current and future operational, financial, and regulatory needs.
Work Details
The selected firm will provide a comprehensive suite of services including:
- System configuration;
- Data migration and validation;
- Integration with internal and external systems;
- Business process alignment;
- Development and execution of unit, system, and user acceptance testing;
- User and administrator training;
- Cutover and go-live planning;
- Go-live execution;
- Post-implementation support.
Specific tasks include:
- Solution design, configuration, and implementation of a utility billing system.
- Planning-level definition and execution of data migration from legacy systems with data validation, reconciliation, and auditability considerations.
- Design and implementation of data ingestion processes for multiple external data sources with varying formats.
- Integration with internal systems such as G/L systems, payment processing platforms, GIS, etc.
- Support for business process alignment and workflow modernization.
- System testing including unit, system, and user acceptance testing.
- Reporting capabilities for designing, generating, maintaining reports internally.
- Training for end users and administrators.
- Go-live planning, execution, and post-implementation support.
Period of Performance
The contract is expected to begin in Q1 2027 and end in Q2 2028.

The work will be performed at the Allegheny County Sanitary Authority located at 3300 Preble Avenue, Pittsburgh, PA 15233.
Bidder Requirements
Firms must demonstrate significant experience in utility billing systems implementations within municipal or public-sector environments. ALCOSAN encourages participation from minority-owned (MBE), women-owned (WBE), and service-disabled veteran-owned small businesses (SDVOSB). Proposers are required to commit to utilizing 10-25% of the contract budget for MBE/WBE participation and 3% for SDVOSB participation.
