Asphalt Sealcoat 2026-001

Background
Bedminster Township is issuing an invitation to bid for the 2026 Street Program, which includes the installation of asphalt surface treatment and superpave overlay paving on various streets.
The goal of this contract is to enhance the roadway infrastructure within the township, ensuring safe and durable surfaces for vehicular traffic.

Work Details
The contractor will provide labor and materials necessary for the application of Polymer-Modified Cationic Emulsified Asphalt paving on approximately 137,708 square yards (SY) for Bid #2026-001.
The work includes street sweeping prior to installation, traffic control, and compliance with PennDOT specifications.
The asphalt sealcoat must be applied in a single pass using a hydrostatic machine capable of a 20-foot wide application.
Additionally, excess stone must be removed from the roadway within 30 days following installation.
A certified check or bid bond of at least 10% of the total bid must accompany all proposals.
The successful bidder will also need to provide performance and payment bonds equal to 100% of the contract price and a one-year maintenance bond for the same amount.

Period of Performance
The work is expected to commence upon receipt of the Notice to Proceed and must be completed by September 30, 2026.
Liquidated damages will apply if work is not completed by this date.

Place of Performance
The contract will be performed in various locations throughout Bedminster Township as specified in Attachment #2 (location map).

Bidder Requirements
Bidders must be prequalified with PennDOT as a Prime Contractor for all bid items.
They are required to comply with the Public Works Employment Verification Act (E-Verify Program) and submit proof of insurance coverage including workmen's compensation and liability insurance.
All bidders must also complete an Anti-Collusion Affidavit.
