Background
The Pennsylvania Department of Transportation (PennDOT) is seeking proposals for Application Managed Services (AMS) to address its ongoing need for maintenance and enhancement services for its software applications. This initiative supports over 100 major applications critical to PennDOT's core business processes, serving both Pennsylvania citizens and business partners, as well as internal users.
Work Details
The contract will encompass maintenance and enhancement services across the System Development Life Cycle (SDLC), work scheduling and control, and project development affecting various architectures/infrastructures within PennDOT. The services provided must support the diverse applications essential to PennDOT's mission.
Period of Performance
The initial term of the contract will commence on the Effective Date and will last for four years, with two optional three-year renewals available, subject to a 5% cost escalation. The Commonwealth reserves the right to extend the contract for up to three additional months under the same terms and conditions.
Place of Performance
Services will be performed within the Commonwealth of Pennsylvania, specifically supporting PennDOT's software applications.
Bidder Requirements
Offerors must demonstrate their capability to perform at least 50% of the total contract value. They must comply with Disadvantaged Business Enterprise (DBE) program requirements; however, no specific DBE goal has been established for this project. Offerors are required to submit a completed DBE participation form (EO-385) and confirm their registration in Pennsylvania’s Vendor Master file prior to contract execution.
