Description

Procurement is for Roadside litter control pick up and removal services in various locations within Allegheny County.
Background
The Commonwealth of Pennsylvania is issuing this Invitation for Bids (IFB) to meet the needs of the Pennsylvania Department of Transportation (PennDOT) for litter control services in Allegheny County. This procurement is identified as fitting the established criteria under the Small Business Procurement Initiative, allowing only certified small businesses to submit bids.

Work Details
The contractor will provide Litter/Trash Pickup and Removal Services on PennDOT-owned property and/or right of way in Allegheny County. The work includes:

- Removal and disposal of all litter and debris four inches and larger from all areas within PennDOT’s right of way, including shoulders, medians, ramps, interchanges/bowl areas, and PennDOT-owned parcels.
- All collected litter/trash must be placed in bags for disposal.
- Work must be performed year-round on state highways with a minimum crew of four persons, including a foreperson familiar with local conditions.
- Equipment requirements include a truck with a minimum 12 cubic yard capacity, safety vests, hard hats, gloves, and tools such as leaf rakes.
- Compliance with safety regulations including OSHA standards is mandatory.
- The contractor must also provide Work Zone Traffic Control (WZTC) as necessary to ensure safety during operations.

Period of Performance
The initial contract term will be for one year starting September 3, 2025, with options to renew for up to four additional one-year terms at a rate increase of 3% per renewal.

Place of Performance
The services will be performed in various locations within Allegheny County on PennDOT-owned properties.

Bidder Requirements
Bidders must be certified as small businesses through the Department of General Services' self-certification process. They are required to comply with all applicable Pennsylvania state labor laws and safety regulations. Additionally, contractors must submit a Worker Protection and Investment Certification Form along with their bid.
