Description

Solicitation for Allegheny County litter pickup and disposal services.
Background
The Commonwealth of Pennsylvania is issuing this Invitation for Bids (IFB) to procure litter control services for Allegheny County, specifically for the Pennsylvania Department of Transportation (PennDOT).
This procurement is part of a Small Business Contracting initiative, allowing only certified small businesses to submit bids.
The goal is to maintain cleanliness and safety along state highways by providing efficient litter/trash pickup and removal services.

Work Details
The contractor will provide all necessary materials, equipment, personnel, liability insurance, safety equipment, and operational practices for litter/trash pickup and removal on PennDOT-owned properties.
Services include:
- Removal of litter and debris four inches and larger from all areas within PennDOT’s right of way.
- Continuous work until each location is completed, with operations conducted from or beyond the roadway shoulder when feasible.
- Use of litter/trash bags for collected debris.
- Compliance with OSHA safety requirements and applicable environmental laws.
- Equipment requirements include a truck with a minimum 12 cubic yard capacity, a 'Litter Crew Ahead' sign, two-way radios for traffic control, and personal safety gear for crew members.
- Work Zone Traffic Control (WZTC) measures must be implemented as per PennDOT guidelines.

Period of Performance
The initial contract period will be one year starting from July 1st, 2025, to June 30th, 2026.
There are options to renew the contract for up to four additional one-year terms with a rate increase of 3% per renewal term.

Place of Performance
Services will be performed on state highways and other PennDOT-owned properties within Allegheny County.

Bidder Requirements
Bidders must be certified as small businesses through the Department of General Services.
They must comply with Pennsylvania labor laws and submit required certifications including Worker Protection and Investment Certification.
Additionally, bidders must provide proof of compliance with safety regulations and demonstrate that their equipment meets the necessary standards.
