RFP #STC-26-003 - Annual Financial and Compliance Audit Services

Background
Spindletop Center is a community mental health and intellectual developmental disabilities center established under the Texas Mental Health and Mental Retardation Act of 1965. It provides mental health, intellectual and developmental disabilities, early childhood intervention, and substance abuse services for residents of Jefferson, Chambers, Hardin, Jasper, and Orange counties. The organization is seeking proposals from public accounting firms with experience in community mental health and IDD centers for Annual Financial and Compliance Auditing Services.

Work Details
The contract involves providing annual financial auditing services for the fiscal year ending August 31, 2026. The audit will encompass general-purpose financial statements, compliance with applicable federal and state laws, and adherence to auditing standards generally accepted in the United States (GAAS). The auditor will assess internal control structures and report any material weaknesses or reportable conditions.

The audit must also comply with Government Auditing Standards and Uniform Guidance. The selected firm will be required to present a preliminary draft of the audit report by November 30, 2026, with final reports due by December 2026. The contract may extend for up to five additional one-year terms based on satisfactory performance.

Period of Performance
The initial contract period is from August 1, 2026, to July 31, 2027, with five possible one-year extensions.

Place of Performance
Services will be performed at Spindletop Center located at 2750 South 8th Street, Bldg. D Beaumont TX 77701.

Bidder Requirements
Proposers must demonstrate capability in performing annual audits for similar entities. They should be independent auditors licensed for public practice and meet independence standards as per Government Auditing Standards. Proposals must include a cover letter with firm details and comply with all submission instructions outlined in the RFP.
