Description

Background
The Department of Human Services (DHS), Bureau of Juvenile Justice Services (BJJS) is issuing this Invitation to Bid (IFB) to establish a multiple award agency contract for the procurement of contracted staffing Juvenile Support Aides (JSAs) at various BJJS facilities.
The goal is to ensure adequate staffing for residential treatment facilities that serve youth adjudicated delinquent, providing care, custody, and supervision 24/7.

Work Details
The selected contractors will provide full-time and part-time JSAs to fill three shifts at the following facilities:
- South Mountain Secure Treatment Unit (20-25 JSAs)
- Loysville Youth Development Center (30-35 JSAs)
- North Central Secure Treatment Unit Boys (15-20 JSAs)
- North Central Secure Treatment Unit Girls (10-15 JSAs)
- North East Secure Treatment Unit (25-35 JSAs)
- Youth Forestry Camp #3 (10-15 JSAs)
- Southeast Youth Development Center (15-20 JSAs).

The JSA role includes supervising youth during daily routines, escorting them to school, monitoring activities, and documenting incidents in the Juvenile Justice Automated Case System (JJACS). The work schedule runs from Saturday through Friday with shifts typically lasting eight hours. Specific duties vary by shift: morning duties include waking residents and supervising hygiene; afternoon duties involve supervising therapy groups; night duties focus on room checks and documentation.

Period of Performance
The contract will commence upon issuance and will last for five years unless terminated earlier. Each purchase order resulting from a Request for Quote (RFQ) will be valid for one year with an option to renew for an additional year.

Services will be performed at the following locations:
- South Mountain Secure Treatment Unit in South Mountain, PA;
- Loysville Youth Development Center in Loysville, PA;
- Southeast Youth Development Center in Schwenksville, PA;
- North Central Secure Treatment Unit in Danville, PA;
- North East Secure Treatment Unit in Pittston, PA;
- Youth Forestry Camp #3 in James Creek, PA.

Bidder Requirements
Bidders must be registered with the state supplier portal. All JSAs must be at least 21 years old and possess a high school diploma or GED. Background checks including FBI clearance, PA Child Abuse Clearance, and PA State Police Clearance are mandatory prior to employment. Contractors must also designate a Point of Contact who can respond to communications during all shifts covered by JSAs.
