8th Street Sidewalk & ADA Ramps Project - 6th Avenue to Crawford Avenue

Background
The City of Altoona, through its Department of Public Works, is issuing a solicitation for the 8th Street Sidewalk & ADA Ramps Project. This project aims to enhance accessibility and safety along 8th Street from 6th Avenue to Crawford Avenue. It aligns with the city's commitment to improving public infrastructure and ensuring compliance with ADA standards.

Work Details
The contractor will be responsible for the following tasks:
- Constructing cement concrete sidewalks in accordance with PennDOT Publication 408, Section 676.
- Installing cement concrete curbs and cheekwalls as per specifications.
- Removing existing sidewalks and restoring street areas adjacent to new installations.
- Implementing erosion and sedimentation controls, including inlet silt sacks.
- Providing traffic control measures including signage, barricades, and flagging as per PennDOT guidelines.
- Constructing ADA compliant ramps with detectable warning surfaces at designated locations.
- Performing asphalt paving for restoration of street areas disturbed during construction.
- Removing and resetting existing signs in compliance with PennDOT standards.

Period of Performance
The work is expected to commence within ten (10) consecutive calendar days from the Notice to Proceed, anticipated on April 6, 2026. It must be completed by October 31, 2026.

Place of Performance
The project will take place along 8th Street from 6th Avenue to Crawford Avenue in Altoona, Pennsylvania.

Bidder Requirements
Bidders must comply with the Davis Bacon Act and other Federal Labor Standards Provisions. They are required to follow disadvantaged business enterprise procedures as outlined in the bid documents. A certified check or bid bond equal to ten percent (10%) of the bid amount must accompany proposals.
