Background
Pennsylvania College of Technology (Penn College) is a public institution founded in 1914, located in Williamsport, PA. The contract aims to engage qualified Architecture/Engineering (A/E) firms for professional design services for the construction of a new student residence hall on the main campus, with an estimated budget of $20-30 million.

Work Details
The selected firm will provide full architectural and engineering services from programming through construction closeout for a new residence hall project. The project will include:
- 450 beds across 225 units
- Student bedrooms and suites
- Bathrooms
- Study spaces
- Lounges and social areas
- Laundry facilities
- Staff offices
- Mechanical/electrical rooms
- ADA accessible rooms
- Parking
- Site improvements.

The delivery method for this project will be Design-Bid-Build.

Period of Performance
The RFQ opens on March 18, 2026, with submissions due by April 8, 2026. The evaluation process will conclude with the selection of the top four firms by April 23, 2026.

Place of Performance
The contract will be performed at Pennsylvania College of Technology's main campus located in Williamsport, Pennsylvania.

Bidder Requirements
Firms must demonstrate experience designing residence halls or similar student housing projects valued at $15 million or more. They must have higher-education project experience and be licensed professionals in Pennsylvania. Additionally, firms should provide strong references from comparable institutions and confirm their ability to meet schedule and budget requirements.
