8-Ton Dump Truck Chassis

Background
The Equipment Leasing Authority of the City of Pittsburgh (ELA) is soliciting bids for six (6) Heavy Duty trucks for deployment within the Department of Public Works. These vehicles will support critical operations, including snow and ice control, and year-round street repair. The replacements will strengthen fleet reliability, reduce maintenance-related downtime, and ensure the division’s continued ability to maintain safe and serviceable roadways across the City of Pittsburgh.

Work Details
The contract involves the procurement of six (6) heavy-duty plow truck chassis. The specifications include:
- Make/Model: International HV507 or approved equal
- Configuration: Conventional cab, straight truck chassis
- Drive Type: 4x2
- Wheelbase: Approximately 160”
- Minimum 33,000 GVWR
- Engine: Diesel, minimum 300 HP and 850 lb-ft torque
- Transmission: Allison automatic (3000/3500 series or equivalent), 6-speed with PTO provision
- Front Axle: Minimum 12,000 lb capacity; Rear Axle: Minimum 21,000 lb capacity; Rear Suspension: Minimum 30,000 lb capacity with auxiliary support
- Full steel frame with reinforcement suitable for severe-duty municipal applications; Air brake system required; ABS braking system required
- Tires: 11R22.5 Load Range H (or equivalent); Wheels: 22.5” dual rear configuration
- Color: White (City standard); Heavy-duty front bumper; Tow hooks (front); Heated, power-adjust mirrors; LED lighting package; Backup alarm required.

Delivery Requirements include clean vehicles fully fueled and ready for immediate upfit or service. Warranty requirements include OEM chassis warranty and engine warranty minimum of 3 years.

Bidder Requirements
Bidders must be merchants dealing in the goods and services on which they bid and must demonstrate possession of necessary knowledge, experience, skill, capital, stock, charters, licenses, permits, patents and personnel to satisfactorily perform the contract. All makes and models may be submitted if they meet all requirements requested and are manufactured in North America.
