Background
The Pennsylvania Department of Transportation (PennDOT) is seeking to establish a contract with a qualified contractor for the installation and upfitting of SmartWitness dash camera systems in various vehicles. This initiative aims to enhance vehicle safety and monitoring capabilities within the department's fleet, specifically at the Philadelphia County Maintenance Office located at 1901 Ruffner Street, Philadelphia, PA 19140. The solicitation is reserved for small businesses certified through the DGS Small Business Contracting Program.

Work Details
The contractor will provide all necessary labor, supervision, tools, equipment, and technical expertise for the installation of SmartWitness dash camera systems into 43 Department vehicles. The installation will include:

1. SmartWitness CP4S-NA Cellular Enabled Vehicle Recorder with locking cover (CP4-LC)
2. SmartWitness SVA045-AM-5B Road Facing Camera
3. SmartWitness SVA035-A-5B Side/Rear Facing Camera
4. SmartWitness SV7QLCD-T LCD Monitor

Installation will occur at the Philadelphia County Maintenance Facility and will involve various vehicle types including dump trucks, street sweepers, crew cabs, and pickup trucks. Minor metal fabrication and welding may be required for housing and shrouds. The contractor must ensure that all installations comply with industry best practices and safety standards.

Period of Performance
The contract will commence upon issuance of a Purchase Order and is set to expire on November 30, 2025. There are no renewal options; however, the term may be extended by up to 90 days if needed.

Place of Performance
The work will be performed at the Pennsylvania Department of Transportation's Philadelphia County Maintenance Office located at 1901 Ruffner Street, Philadelphia, PA 19140.

Bidder Requirements
This procurement is reserved for small businesses certified through the DGS Small Business Contracting Program. Contractors must provide proof of compliance with Pennsylvania state labor laws and safety regulations. Subcontracting is not permitted under this contract. Additionally, contractors must maintain specific insurance coverage including Workers Compensation Insurance and Comprehensive General Liability Insurance.
