Background
The Pennsylvania Department of Transportation (PennDOT) is seeking a contractor to provide Trash Pickup and Removal Services on various state roadways in Philadelphia County. The goal of this contract is to ensure the cleanliness and safety of PennDOT-owned properties and rights-of-way, while adhering to applicable Federal, State, and Local laws, rules, and regulations for public health and environmental protection.

Work Details
The contractor will be responsible for the following services:

1. Furnishing all materials, equipment, personnel, liability insurance, safety equipment, and best operational practices necessary for efficient roadside trash pickup and removal.

2. Removing and disposing of all litter and debris four inches or larger from all areas within PennDOT’s right of way.

3. Conducting trash pickup continuously until each location is completed, with operations primarily conducted from or beyond the roadway shoulder.

4. Utilizing a minimum four-person crew for operations, including one foreperson familiar with local conditions.

5. Complying with OSHA safety requirements and maintaining proper work zone traffic control as per PennDOT guidelines.

6. Submitting daily work reports via the M-609 mobile application detailing work performed, including GPS data for verification.

Period of Performance
The initial contract period will be one year starting from July 1st, 2025, to June 30th, 2026, with options to renew for up to four additional one-year terms.

Place of Performance
The services will be performed on various state roadways within Philadelphia County.
