Background
The Pennsylvania Department of Transportation (PennDOT) is issuing this solicitation for dirt road shaping and dust palliative services in Susquehanna County. The goal is to maintain unpaved roads in compliance with PennDOT’s Maintenance Manual and applicable regulations, ensuring public health and environmental protection. This contract is reserved for Small Business Contracting, allowing only certified DGS Small Businesses to bid.

Work Details
The contractor will be responsible for reshaping approximately 28 miles of unpaved roads in the spring and an additional 10 miles in the fall. This includes scarifying, grading, shaping, and compacting to restore cross-section and eliminate corrugations and potholes. Specific tasks include:

1. **Shaping**: Grader operations to pull suitable material from ditch lines toward the center of the roadway, maintaining a crown of 3 to 4 inches.
2. **Surface Preparation**: Raking to remove oversized stones and lumps of sod.
3. **Compaction**: Compaction of disturbed roadway width with a roller.
4. **Dust Palliative Application**: Spot treating dirt roads with approximately 15,000 gallons of emulsified dust palliative in high-traffic areas such as residences and schools.
5. **Materials Required**: Estimated quantities include 4,000 tons of 2A Modified material for shaping.

Period of Performance
The contract will be performed over a period of one year, commencing on July 1st and concluding on June 30th of the following year.

Place of Performance
All work will take place within Susquehanna County, Pennsylvania.

Bidder Requirements
Bidders must be certified as DGS Small Businesses at the time of bid opening. They must provide proof of two years' experience in highway construction/maintenance along with a designated contractor representative's contact information. Subcontracting is permitted only for dust palliative spraying. Additionally, bidders must comply with worker protection laws as per Executive Order 2021-06.
