20260407 - Inter City Bus (ICB) Consulting

Background
The Susquehanna Regional Transportation Authority (SRTA), doing business as rabbittransit, is seeking proposals for consulting services to evaluate existing Inter City Bus (ICB) routes. The goal of this contract is to assess the current ICB routes and potentially propose new routes that connect various locations in Pennsylvania, including Philadelphia, Reading, and Harrisburg.

SRTA serves multiple counties including Adams, Columbia, Cumberland, Dauphin, Franklin, Harrisburg City, Montour, Northumberland, Perry, Snyder, Union, and York.

Work Details
The awarded contractor will be responsible for providing all necessary labor, expertise, materials, and services as outlined in the specifications section of the RFP. This includes evaluating existing ICB routes and ridership levels while assessing the feasibility of proposed new routes. Proposers are encouraged to submit detailed descriptions of their services that meet SRTA's specialized needs.

Period of Performance
The contract is expected to start on July 1, 2026.

Place of Performance
The services will be performed throughout Pennsylvania with a focus on areas served by SRTA including potential connections to Philadelphia, Reading, and Harrisburg.

Bidder Requirements
Proposers must comply with all applicable Commonwealth and Federal laws. Disadvantaged Business Enterprises (DBEs) are encouraged to participate in the proposal process. Additionally, proposers must provide proof of insurance as specified in the RFP and demonstrate their ability to meet insurance requirements prior to contract commencement.
