The Philadelphia Housing Authority (PHA) is the largest housing authority in Pennsylvania and the fourth largest in the nation, providing housing assistance to nearly 80,000 individuals through various programs.
The Restore-Rebuild Initiative, introduced by HUD in 2021 and formerly known as Faircloth to RAD Conversions, aims to enable housing authorities to add public housing units under their Faircloth Authority limit. Developments must comply with accessibility requirements and cannot commence construction prior to proposal submission. The public housing subsidy will be converted into a HAP contract with PHA, assuming compliance with Fair Market Rents (FMR). Proposals must include detailed development descriptions, budgets, site control information, community engagement plans, and demonstrate adherence to PHA's Site and Neighborhood Standards.
Successful proposers will also need to reimburse PHA for third-party costs associated with closing the transaction.
Period of Performance
The Letter of Commitment is valid for one year from issuance and may be extended for an additional year if the development remains substantially unchanged and funding commitments are pursued.
