2026 Supply and Delivery of Soda Ash

Background
The Borough of West Chester is issuing a contract for the supply and delivery of soda ash to support operations at the Taylor Run and Goose Creek Wastewater Treatment Plants. The goal of this contract is to ensure a consistent supply of soda ash, which is essential for wastewater treatment processes. This supports the Borough's mission to maintain effective wastewater management.

Work Details
The contractor will supply approximately 400 tons of soda ash over a two-year period, with an estimated delivery of 200 tons per year. The soda ash must conform to specific chemical specifications:
- Molecular Formula: Na2CO3
- Molecular Weight: 105.99
- Bulk Density: 48 lbs/cu.ft.

The contractor is responsible for delivery and unloading into silos at both treatment plants, including providing all necessary hoses and fittings to connect to the silos' fill-pipes (4” female camlocks). Additionally, the contractor must indemnify the Borough against any claims related to the contract and maintain comprehensive liability insurance during the contract period.

Period of Performance
The contract will commence on April 1, 2026, and will continue until March 31, 2028.

Place of Performance
The work will be performed at the Taylor Run Wastewater Treatment Plant located at 795 Downingtown Pike, West Chester, PA 19380, and the Goose Creek Wastewater Treatment Plant located at 351 Snyder Ave., West Chester, PA 19382.

Bidder Requirements
Bidders must provide a certified check or bid bond in favor of the Borough of West Chester for 10% of the bid price. Successful bidders are required to furnish performance and payment bonds equal to 100% of the contract price. Bidders must comply with all local laws and regulations regarding insurance coverage, including maintaining a minimum of $5 million in liability insurance.
