2026 Road Paving Project

Background
Washington Township, located in Lehigh County, is issuing a contract for the 2026 Road Paving Project. The goal of this project is to improve various roads within the township by applying asphalt paving in accordance with PennDOT specifications. This initiative aims to enhance road safety and accessibility for residents and visitors.

Work Details
The project consists of 'In Place Paving' on various roads located in Washington Township. The base bid quantities include:
- 2,800 tons of 9.5mm Superpave, WMA 180 lb/sy Wearing Course
- 932 tons of 9.5mm Superpave, WMA 60 lb/sy Leveling Course

Alternate bid quantities include:
- 690 tons of 9.5mm Superpave, WMA 180 lb/sy Wearing Course
- 231 tons of 9.5mm Superpave, WMA 60 lb/sy Leveling Course.

All materials must meet PENNDOT Pub. 408 Specifications and Standards. The contractor will be responsible for placing the specified type and depth of material, including tack coat as per PennDOT specifications. Additional responsibilities include milling of pavement notches at intersecting roads and driveways, sealing joints and utilities, and potentially placing roll bituminous curb as required.

Period of Performance
The work is expected to commence upon receipt of the notice to proceed and must be completed by August 22, 2026. Liquidated damages will apply at a rate of $975 per calendar day for any delays beyond this date.

Place of Performance
The paving work will take place on various roads within Washington Township, Lehigh County.

Bidder Requirements
Bidders must be either a PENNDOT prequalified Prime or Sub Contractor and provide proof of prequalification. All bids must include a certified check or bid bond equal to ten percent (10%) of the bid amount made payable to Washington Township. The successful bidder is required to provide a Performance Bond and Payment Bond each amounting to 100% of the contract price within twenty days of contract award, along with acceptable liability insurance.
