2025-37 RFP Replacement Website Development, Implementation, and Ongoing Maintenance

Background
The City of Lancaster, PA is seeking proposals for the development, implementation, and ongoing maintenance of a new municipal website. The current website has been in use for eight years and requires replacement to enhance digital communication with residents and stakeholders. The new site must comply with WCAG 2.1 AA standards to ensure accessibility for all users.

The City aims to modernize its online presence while integrating various digital services.

Work Details
The successful proposer will be responsible for:
- Developing a fully WCAG 2.1 AA compliant website to replace the existing site.
- Implementing the new website with all required functionalities as outlined in the RFP.
- Providing ongoing maintenance and support for the website post-launch.
- Conducting user experience testing and surveys with stakeholders to ensure the site meets community needs.
- Ensuring integration with existing digital services such as Everbridge, CivicClerk, Mailchimp, and SeeClickFix.
- Training City staff on how to maintain and update website content effectively.

Period of Performance
The project is expected to be completed by June 1, 2026, if reasonably practicable. Proposals must remain effective for sixty (60) days from the proposal opening date.

Place of Performance
The work will primarily be performed remotely, with potential in-person meetings at City Hall if necessary.

Bidder Requirements
Proposers must demonstrate documented experience in developing government websites that meet accessibility requirements within the last three years. They are required to have a Unique Entity ID registered in SAM.gov for contracts over $25,000 and must comply with all federal, state, and local laws regarding discrimination.
