Background
The City of Reading, in partnership with the Reading Recreation Commission and the Community Development Block Grant (CDBG) program, is seeking engineering services for the renovation and addition to the 11th & Pike Recreation Center. The goal is to enhance community programming, improve accessibility, and modernize facility infrastructure. The selected engineering team will provide comprehensive design and engineering services from initial concept development through construction documentation and management.
Work Details
The scope of work includes:
1. Site Investigation & Existing Conditions Assessment: Conduct site visits to document existing building systems, structural conditions, utilities, and site constraints. Review available as-built drawings, geotechnical reports, and facility data. Identify deficiencies and integration requirements between the existing building and proposed addition.
2. Project Management and Coordination: Lead all engineering disciplines throughout the project lifecycle; participate in project kickoff, design workshops, and progress meetings; develop a project schedule.
3. Conceptual and Schematic Design: Develop engineering concepts supporting architectural programs including structural framing concepts, mechanical system options, electrical service capacity evaluations, plumbing extensions, and civil/site considerations.
4. Design Development: Advance selected engineering concepts into coordinated design documents; provide updated calculations and system layouts; ensure code compliance.
5. Construction Documents: Prepare detailed structural, mechanical, electrical, plumbing designs; include permitting support for building permits.
6. Construction Administration: Review contractor submittals for conformance with design intent; conduct periodic site visits; provide punch list review.
Period of Performance
The contract will commence upon receipt of Notice to Proceed from the City of Reading and will continue until work completion as defined in the contract.
Place of Performance
The work will be performed at the 11th & Pike Recreation Center located in Reading, Pennsylvania.
Bidder Requirements
Bidders must demonstrate relevant experience with similar projects and possess appropriate licenses. Bids must include a bid bond of 10% of the bid price. Bidders are required to comply with the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act. Additionally, bidders must ensure compliance with equal employment opportunity regulations.
