Background
This Request for Programmatic Qualifications (RFPQ) is issued by Multnomah County, aimed at organizations capable of implementing culturally relevant workforce development strategies.
The goal is to increase the number of early educators in the county, aligning with the agency's mission to enhance educational services for young children.

Work Details
The selected organization will be responsible for executing workforce development strategies that are culturally relevant and specific to the needs of early childhood education.
This includes:
1. Organizational Experience in workforce development in early childhood education.
2. Developing a Services Framework that outlines program design and services available to future or current educators.
3. Implementing Outreach and Recruitment strategies targeting a diverse population interested in early education.
4. Collaborating with community partners to leverage expertise in early childhood education and workforce development.
5. Managing funding effectively, including staff and subcontractor requirements, pay scales, and adherence to county funding policies.

Period of Performance
The contract period will commence upon selection and is expected to run from the date of award until the completion of the project, with specific timelines outlined in the proposal submissions.

Place of Performance
The services will be performed within Multnomah County.
