Workday Special procurement Amendment 1

Background
The Department of Administrative Services, State Procurement Services (DAS SPS) is requesting a special procurement amendment on behalf of the DAS Workday Oregon Team. The goal is to secure ongoing professional services from Workday, Inc. for configuring, updating, and deploying the state’s Workday solution. This is essential to ensure accurate and timely updates during critical transitions, thereby preventing significant legal, financial, and operational risks.

The initial Professional Services Agreement (PSA) was established on December 22, 2023, to address complex configuration and validation needs within the Workday system.

Work Details
The services to be provided include expert support for configuring and updating the Workday solution. Specific tasks include:
- Ongoing enterprise readiness advisory and support services.
- Project support services, maintenance, and support.
- Consulting activities such as researching assigned issues, making written recommendations for solutions, reviewing proposed solutions with the state, configuring and developing solutions, providing testing strategy guidance, migration instructions or guidance for solutions, and knowledge transfer on solutions.
- Support for the Statewide Payroll Transformation Project which includes implementing structural changes to improve payroll accuracy and compliance.

Period of Performance
The amendment period requested is from January 1, 2025 to December 31, 2030.

Place of Performance
The contract will be performed in Oregon as part of the state's administrative functions.

Bidder Requirements
Workday, Inc. is uniquely qualified due to its proprietary knowledge of the Workday system architecture and its direct access to system development tools and feature releases. The ongoing partnership with Workday is critical to avoid delays and compliance risks associated with payroll operations.
