Wilsonville Utility Revenue Assessment & Fee Update (Wastewater, Stormwater & Community Development)

Background
The City of Wilsonville, Oregon, is seeking proposals to select a qualified consultant to provide professional services for the Utility Revenue Assessment & Fee Update for the wastewater and stormwater utility rate and system development charge fees and the Community Development Department fund. The project involves reviewing, updating, and analyzing the city’s financial data, evaluating utility rates and system development charges, and assessing the financial position of the Community Development Department Fund.

Work Details
The proposed Scope of Work includes pre-contract activity, project management, utility fee and SDC data collection, utility fee and SDC analysis, community development fund assessment, and public engagement. The successful proposer will work with the City’s Project Manager to clarify and prepare a detailed scope of services prior to preparing its cost proposal.
The proposer shall provide overall management of the project work, prepare monthly progress reports, facilitate a project kickoff meeting with City staff, attend public meetings and City Council meetings, and provide a comprehensive written memorandum of the Community Development Fund issues.

Period of Performance
The contract resulting from this RFP shall have an anticipated date of final completion on June 30, 2025.

Place of Performance
The work will be performed in Wilsonville, Oregon.
