Water Treatment Plant PLC & HMI Upgrade

Background
The City of Ashland is seeking proposals for the design and construction of a new SCADA system to replace the existing water treatment plant SCADA system. This project, identified as Project No. 2026-06, aims to enhance the reliability and efficiency of the water treatment operations while ensuring compliance with regulatory standards. The existing facility, built in 1948, is nearing the end of its useful life and must continue operating during the transition to new systems.

Work Details
The work includes three phases:

- Phase One involves preconstruction services and developing pricing-level design documents leading to a Guaranteed Maximum Price (GMP) proposal.

- Phase Two consists of completing design, permitting, construction, and post-construction tasks including operation manuals and performance testing.

- Phase Three includes a one-year warranty period for improvements.

Specific tasks include:
- Design and provision of a new PLC, HMI, software, and electrical integration support.
- Replicate existing SCADA functionality using modern components (Allen Bradley controls with Ignition Perspective HMI).
- Build and install control cabinets with necessary components.
- Ensure seamless transition from the old SCADA system to the new without interrupting operations.

Period of Performance
Design is expected to begin in spring 2026 and take approximately 3 months. Installation and startup must occur during low water demand periods over an estimated 6 months. The project completion is anticipated by March 30, 2027.

Place of Performance
The project will be performed at the City of Ashland Water Treatment Plant located at 1400 Granite St., Ashland, Oregon.

Bidder Requirements
Proposers must be registered with the Construction Contractors Board or licensed by the State Landscape Contractors Board as per ORS regulations. Proposals must include resumes for key personnel and demonstrate relevant experience with similar projects.
