Background
Washington County is updating its Transportation System Plan (TSP) to ensure regulatory compliance and establish a planning horizon extending to 2050.

The TSP serves as the transportation element of Washington County's Comprehensive Plan, guiding policies, projects, and programs for managing and improving the transportation system. Work Details
The consultant will support Washington County in completing a major update to its TSP through three phases:

- Development of a Community Engagement Plan focusing on underserved populations.
- Creation of a Community Profile identifying key destinations and travel patterns.
- Conducting stakeholder interviews, public open houses, focus groups, and briefings.
- Review of plans, policies, and regulations for consistency with current requirements.
- Comprehensive system inventories covering various transportation modes.

2. **Phase 2 - Subregional Engagement and Solutions Development**:
- Implementation of localized engagement strategies addressing specific transportation needs.
- Identification of existing motor vehicle capacity projects for re-examination.
- Strategic capacity improvement evaluations based on community engagement findings.

3. **Phase 3 - Countywide Synthesis and Adoption**:
- Integration of previous phase work into the adopted TSP including project prioritization and financial constraints.

Period of Performance
The contract will have an initial term of two years with an option to renew for up to five years.

Bidder Requirements
