VIP Garbage and Recycling Services

Background
The State of Oregon, through the Department of Environmental Quality (DEQ), is issuing this Request for Quote (RFQ) to establish a contract for garbage and recycling services for the Vehicle Inspection Program (VIP) at its Northeast Clean Air Station and Technical Center locations.

The DEQ's mission is to provide the citizens of Oregon with clean air. This contract aims to support that mission by ensuring proper waste management at these facilities. The initial contract term will be for one year, with a total term not exceeding five years.

Work Details
The contractor will provide commercial garbage and recycling services at two locations:

1) Technical Center located at 1240 SE 12th Ave, Portland, OR 97214, which requires:
- one (1) 3-yard dumpster for garbage with weekly pickup
- one (1) 3-yard dumpster for mixed recycling with bi-weekly pickup;

2) Northeast Clean Air Station located at 7701 NE 33rd Dr, Portland, OR 97211, which requires:
- two (2) 96-gallon roll carts for garbage with weekly pickup
- two (2) 96-gallon roll carts for recycling with bi-weekly pickup.

Additional pickups may be requested as needed.

Period of Performance
The initial contract term is set for one year, with the possibility of extension up to a total of five years.

Place of Performance
Services will be performed at the Technical Center located at 1240 SE 12th Ave, Portland, OR 97214 and the Northeast Clean Air Station located at 7701 NE 33rd Dr, Portland, OR 97211.

Bidder Requirements
Bidders are encouraged to participate in COBID programs aimed at minority, women, and emerging small business enterprises. All businesses counted as minority or women-owned must be registered with the Certification Office of Business Inclusion and Diversity (COBID).

Additionally, bidders must comply with insurance requirements including general liability and workers' compensation insurance.
