Vehicle Live Fire Training Prop - EMW-2023-FG-06059

Background
The State of Oregon, through the Department of Public Safety Standards and Training (DPSST), is issuing this Request for Proposal (RFP) for the procurement of Propane Fueled Vehicle Fire Training Props and necessary factory maintenance.
DPSST's mission is to promote excellence in public safety by delivering quality training and developing professional standards for various public safety personnel.
The agency has been awarded a FEMA Assistance to Firefighter Grant, allocating $120,000 for this procurement, which aims to enhance training capabilities for fire response scenarios.

Work Details
The contract involves the delivery and maintenance of up to three propane-fueled vehicle live fire training props. Each prop must include:
1) A dedicated transport trailer with hydraulic power tilt;
2) Compatibility with a standard pickup truck using a bumper pull hitch;
3) Capability for at least eight hours of live fire training drills;
4) Compliance with National Fire Protection Association (NFPA) codes;
5) Features supporting various training scenarios such as vehicle extrication and suppression;
6) A mobile console interface with remote control capabilities;
7) Documentation including operation manuals, maintenance manuals, and safety guidelines.
The initial order will consist of one prop, with potential orders for two additional props depending on future funding.

Period of Performance
The contract will be effective for up to four years from the date of the Price Agreement award, with specific purchase orders issued as needed during this period.

Place of Performance
The primary place of performance will be within the State of Oregon, specifically at DPSST's facilities in Salem.

Bidder Requirements
Proposers must comply with Oregon tax laws and provide a signed Proposer Information and Certification Sheet.
They are encouraged to participate in diversity initiatives and may need to submit a Certified Disadvantaged Business Outreach Plan if subcontracting opportunities arise.
Additionally, if the Price Agreement exceeds $500,000 and employs over 50 workers, a Pay Equity Compliance Certificate is required.
