Trade & Foreign Direct Investment Representative for Western Europe

Background
The State of Oregon, through the Oregon Business Development Department (Business Oregon), is issuing a Request for Proposals (RFP) for a foreign direct investment (FDI) recruitment consultant focused on Western Europe.

The mission of Business Oregon is to invest in the state's businesses, communities, and people to promote a globally competitive, diverse, and inclusive economy. This contract aims to enhance FDI from key markets in Western Europe, particularly Germany, France, the Netherlands, and potentially Switzerland and Sweden.

Work Details
The contractor will provide FDI recruitment services including:
1. Developing a compelling outreach and trade strategy targeting industries such as advanced manufacturing, high-tech manufacturing, and biosciences/life sciences.
2. Generating 6-10 high-quality leads per month by establishing parameters for prospective leads based on job numbers and financial standing.
3. Maintaining a verified pipeline of company leads in Western Europe with an emphasis on Germany, France, and the Netherlands.
4. Conducting monthly virtual meetings with prospective companies (3-5 meetings per month) and providing one-page overviews prior to these meetings.
5. Supporting up to three outbound business recruitment missions to Western Europe each year, including logistics coordination and meeting arrangements.
6. Serving as the liaison to the U.S. Department of Commerce and other relevant organizations while providing economic intelligence on trends in Western Europe.

Period of Performance
The initial term of the contract is anticipated to be two years from execution with an option to renew for up to nine years through June 30, 2033.

Place of Performance
The services will primarily be performed in Western Europe, specifically in countries such as Germany, France, the Netherlands, Switzerland, and Sweden.
