Description

Background
The Department of Community Justice (DCJ) Adult Services Division aims to promote public safety and reduce recidivism while supervising approximately 10,000 adults on probation or parole.

The division collaborates with community partners to provide essential services that support positive change for individuals under supervision. The Assessment and Referral Center (ARC) offers transitional services for inmates returning to the community, including assistance with housing, medical care, mental health evaluations, and clothing support.

Work Details
DCJ is seeking a supplier to provide thrift store vouchers for adult clients to purchase clothing and household items.

The supplier will provide vouchers that DCJ will issue to clients, who can then use these vouchers at participating thrift stores. The merchant will invoice DCJ for the actual purchases made using the vouchers, which should not exceed the total value of the vouchers issued. Invoices must include voucher numbers, purchase dates, and total amounts spent by each client.

The estimated value of the contract is $150,000 over a period of up to 5 years, with annual purchases expected to be around $50,000.

Period of Performance
The contract will be performed from May 1, 2026, to April 30, 2030.

Place of Performance
The services will be performed within Multnomah County, Oregon.

Bidder Requirements
Proposers must be legal entities registered to do business in Oregon and must meet minimum insurance requirements including Commercial General Liability insurance with limits of at least $1 million per occurrence and $2 million aggregate.

Workers' Compensation insurance is also required in compliance with state laws. Proposers must submit verification of insurance and a current W-9 form.
