Description

Background
The Confederated Tribes of Siletz Indians of Oregon (CTSI), a federally recognized Indian tribe, is soliciting proposals from qualified contractors for a comprehensive project involving hazardous materials testing coordination, abatement, demolition, debris removal, lawful disposal, and site leveling services. This project is specifically for structures designated by CTSI within the River Bend / SW Ferry Avenue project area in Siletz, Oregon.

Work Details
The contractor will provide complete turnkey services including:

- Hazardous materials assessment and testing coordination;
- Asbestos and other regulated material abatement;
- Utility verification and disconnection coordination;
- On-site cultural resources monitoring during ground disturbing activities;
- Demolition of designated structures;
- Segregation of waste streams;
- Hauling and lawful disposal;
- Removal of concrete, brick, slab, and similar materials where required;
- Backfilling, grading, and site leveling;
- Final documentation and closeout reporting.

The work is expected to cover approximately seven buildings or other structures as identified by CTSI. The contractor must furnish all labor, management, supervision, equipment, tools, transportation, disposal arrangements, permits, notifications, safety protections, and incidental items necessary for full completion of the work.

Period of Performance
The contract will commence upon issuance of the Notice to Proceed and is expected to be completed by September 25, 2026.

Place of Performance
The services will be performed at the River Bend / SW Ferry Avenue project area in Siletz, Oregon.

Bidder Requirements
Proposers must hold all necessary licenses to perform work in Oregon and be legally authorized to do business in the state. They must demonstrate experience with at least three completed projects involving building demolition within the last five years. Proposers must also show capability in managing asbestos abatement and handling regulated materials. Additionally, they are required to provide general liability insurance of at least $1 million per occurrence and performance/payment bonds of $1 million each. Proposers must comply with Indian Preference requirements as outlined by CTSI.
