Sustainable Destination Management Plan - City of Newport, Oregon

Background
The City of Newport, Oregon, is seeking a qualified organization to develop a Sustainable Destination Management Plan aimed at balancing tourism growth with resident quality of life and environmental stewardship. Newport is a prime tourist destination with 2.5 million visitors annually and a population of 11,000 residents. The city is known for its outdoor recreational activities, the Oregon Coast Aquarium, and its significant commercial fishing fleet. The anticipated budget for this project is between $50,000 and $75,000.

Work Details
The scope of work includes:

1) Providing a snapshot of the current tourism landscape in Newport through qualitative (interviews, focus groups) and quantitative (surveys, analytics) data;

2) Defining strengths, opportunities, aspirations, and results for the destination;

3) Developing management strategies to protect residents' quality of life while accommodating tourists;

4) Reviewing current community initiatives related to sustainable tourism;

5) Setting goals for community engagement in tourism;

6) Creating a timeline for plan development with key performance indicators;

7) Outlining outreach strategies to engage stakeholders; and

8) Proposing a 10-year vision for tourism sustainability.

Period of Performance
The project is expected to take approximately 6-8 months from the start date of September 15, 2025.

Bidder Requirements
Eligible proposers must be qualified to conduct business in Oregon and in good standing with the Secretary of State if they are a corporation or LLC. Proposals will only be accepted from organizations (profit or non-profit) capable of fulfilling the requirements outlined in the RFP.
