Background
Clackamas County, through its Board of County Commissioners, is seeking proposals for state lobbying and consulting services for the 2026 and 2027 legislative sessions. The Public and Government Affairs Department (PGA) oversees legislative affairs for the county and aims to advance its annual policy and funding priorities before the state legislature. The goal is to provide excellent customer service to residents relying on county services by advocating for health, housing, and human services (H3S) priorities, as well as critical transportation funding initiatives.
Work Details
The selected consultant will provide the following services:
- Represent Clackamas County on policy and fiscal issues before the Oregon Legislature and Executive branch related to the county’s annual legislative agenda.
- Develop advocacy strategies for H3S priorities and positions to ensure policy and funding success.
- Advocate for securing funding for local transportation maintenance and operations.
- Advocate for capital funds for the Sunrise Corridor project.
- Monitor legislative activity, prepare reviews on proposed changes, and communicate with legislative members regarding county priorities.
- Schedule meetings with legislative offices, attend these meetings, and support county staff as needed.
- Testify or assist county staff in testifying before committees on relevant legislation.
- Collaborate with regional partners to ensure alignment on H3S legislation.
- Create communication tools such as letters, talking points, and testimony to support county objectives.
- Provide weekly reports during the legislative session on relevant legislation status.
Period of Performance
The contract term shall be from the effective date through June 30, 2028, with options for two additional one-year renewals subject to mutual agreement.
Place of Performance
Services will be performed primarily in Oregon, specifically involving interactions with the Oregon Legislature and relevant state agencies.
Bidder Requirements
Proposers must have at least 10 years of state legislative and lobbying experience, demonstrated success in achieving legislative funding and policy objectives, as well as experience working with or for state/local governmental entities.
