Staffing Agency Services: Licensed Special Education Teachers

Background
The Centennial School District, located in northwestern Oregon, is responsible for educating approximately 5,400 students across multiple schools. The district encompasses areas in Portland, Gresham, Happy Valley, and Damascus.

The purpose of this Request for Proposals (RFP) is to obtain competitive proposals from qualified firms to provide staffing agency services for licensed special education teachers. This initiative aims to recruit and hire qualified teachers who can effectively instruct and manage students requiring special education services.

Work Details
The selected contractor will provide staffing agency services that include:
- Recruiting, screening, and referring qualified special education teacher candidates;
- Ensuring candidates meet the necessary licensing and certification requirements;
- Conducting comprehensive background checks (including reference checks, employment verification, criminal background checks, and fingerprinting);
- Serving as the employer of record for temporary staff (including payroll processing and benefits administration);
- Ensuring compliance with labor laws;
- Monitoring attendance and performance issues;
- Providing onboarding and training as required;
- Any additional services specified in the attached exhibits.

Period of Performance
The initial contract term will be effective upon full execution through August 31, 2026. Extensions may be negotiated as needed.

Place of Performance
Services will be performed at various sites within the Centennial School District's jurisdiction in Oregon, including existing schools and any future properties or interests of the district.

Bidder Requirements
Proposers must comply with local, state, and national laws. They must certify that they have not discriminated against any disadvantaged business enterprises in obtaining subcontractors.

Additionally, proposers are required to provide proof of insurance as specified in the sample contract.
