Special Procurement Notice: Equifax, Income Verification Services - Amd #1

Background
The Department of Administrative Services, State Procurement Services (DAS SPS) is requesting approval for a Special Procurement on behalf of the Oregon Department of Human Services (ODHS), Oregon Health Authority (OHA), and Department of Justice (DOJ).

The goal is to amend the existing contract with Equifax Workforce Solutions, LLC for electronic employment and income verification services. This amendment is necessary to extend the contract term by two years and increase the total not-to-exceed compensation to $35,000,000. The agencies rely on these services to fulfill statutory responsibilities related to child support orders and eligibility determinations for public assistance programs such as SNAP, TANF, Medicaid, and HIV Programs.

Work Details
The services to be provided include electronic employment and income verification through The Work Number® (TWN) operated by Equifax Workforce Solutions.

The scope will be updated to include additional value-added services. The TWN service provides real-time access to over 100 million employment records sourced directly from employer payroll systems, assisting in identifying unreported income. The contract amendment will also implement a direct Application Programming Interface (API) integration between TWN and ODHS’s OregONEligibility (ONE) System, allowing for real-time retrieval of verified employment and wage data at critical points in benefit lifecycles.

Period of Performance
The period of performance for the amended contract will extend from the date of approval until July 31, 2028.

Place of Performance
The services will be performed within the state of Oregon as required by the agencies involved.
