Special Procurement Notice

Background
The State of Oregon, through the Oregon Department of Transportation (ODOT), is initiating a Special Procurement for Service Provider(s) for Electronic Lien and Title (ELT) Systems that will interface with the DMV Information System. This initiative is in response to legislative changes requiring the DMV to allow electronic submissions for vehicle titles and registrations.
The goal is to replace an outdated paper-based system with a modern electronic solution that enhances efficiency and service delivery.

Work Details
The contract involves the following services:
1. Serve as a hub or clearinghouse for lien information.
2. Solicit vehicle dealer businesses and financial institutions to sign up for ELT services.
3. Securely receive, store, and transmit DMV’s electronic title records.
4. Relay title record data to lienholders.
5. Process electronic lienholder releases and communicate this information to DMV through secure data exchange.
6. Provide secure access for lienholders to manage their liens via the ELT system.
7. Support secure processes for transferring titles and changing lienholders within the ELT system.
8. Identify and implement electronic record exchange solutions with ELT Service Providers.
9. Develop certified copies of electronic titles with Security Interest Holder (SIH) notation, including associated rules and processes.
10. Update DMV internal policies and procedures to support the new electronic solution, including training plans and communication strategies.

Period of Performance
The contract period is from August 1, 2025, to July 31, 2037.

Place of Performance
Services will be performed in Oregon, specifically interfacing with the DMV Information System.

Bidder Requirements
