Sole Source - Notice: Business Coaching/Tech Mapping

Background
The Oregon Department of Early Learning and Care (DELC) is seeking to award a Sole Source contract to Opportunities Exchange (OppEx) for business coaching and technical mapping services related to the Early Childhood Education Technology Ecosystem for Child Care Management Systems in Oregon.

This initiative supports a pilot project aimed at implementing a Shared Services model across the state, with the goal of enhancing the operational efficiency of child care providers. OppEx is recognized as a national expert in this field, providing unique consultation services that do not involve selling software or technology, thereby allowing child care providers flexibility in their choice of tools.

Work Details
The contractor, Opportunities Exchange, will provide aligned business coach training and technical assistance. Specific tasks include:
- Facilitating monthly meetings with regional Child Care Resource & Referral agencies (CCR&Rs) to connect coaches with resources;
- Training coaches on resource utilization;
- Developing crosswalks between Child Care Management Systems (CCMS) and required reporting standards;
- Mapping the current technology ecosystem in Oregon;
- Crafting a future vision for ECE technology;
- Identifying steps toward achieving an ideal ECE technology state;
- Facilitating webinars to create a shared vision among stakeholders.

The contract is valued at $89,375.00.

Period of Performance
The contract is expected to be completed on or before June 30, 2025.

Place of Performance
The services will be performed throughout the State of Oregon.
