Background
Oregon Department of Human Service (ODHS) intends to enter into a contract with Genasys Zone-Based Evacuation Management Software as a Service (SaaS), formally known as Zonehaven. The agency seeks to negotiate and direct award purchase of Genasys Protect EVAC subscription services and reserves the right to purchase additional renewals and related services. The decision to pursue sole source procurement for Genasys EVAC stems from its unmatched capabilities and sole source features. With extensive pre-built evacuation zones, field-tested algorithms, seamless integration with Esri products, and the provision of printable/shareable PDF evacuation plans, Genasys EVAC emerges as the optimal solution for the agency's immediate emergency evacuation needs.

Work Details
The goal for the platform is to make it easy for fire, law, and emergency management to serve the community with a clear, concise, and easy-to-use tool that will get Office of Resilience and Emergency Management (OREM) populations to safety quickly and effectively. The platform will create Smart Evacuation Zones for all communities in Oregon using data-driven decisions, make evacuation plans based on where people live, buildings, traffic, and other important information like past events and local hazards. It will integrate these zones into a public safety app that everyone involved in emergency response can use.
It will use real-time traffic information to help with evacuations, predict where wildfires might spread, facilitate training using simulations based on real situations, allow real-time collaboration during emergencies, and provide a website for the public to use.
The system offers dynamic zone management capabilities such as splitting and re-combining evacuation zones automatically adjusting data such as population estimates, vehicle counts, and area measurements based on inputs including fire, traffic, threat modeling, etc.

The contract term is 5 years with an estimated start date of June 30, 2024, and an estimated end date of June 29, 2029.
