Background
The Oregon Department of Transportation (ODOT) is seeking to develop an Active Transportation Plan (ATP) for the Sisters/Bend/Redmond area. The ATP aims to identify current and future safety and operational issues for users of active transportation infrastructure, generate potential solutions, and identify preferred solutions to deficiencies.
This initiative is part of ODOT's mission to enhance transportation safety and accessibility in Deschutes County, particularly along US 20, OR 126, and US 97 corridors, which are crucial for non-motorized travel.

Work Details
The contract will involve the following key tasks:
1. **Project Management**: Oversee project execution, maintain communication with ODOT's Project Manager, prepare project schedules, and manage deliverables.
2. **Public and Agency Involvement Program**: Develop a Public Involvement Plan that includes public meetings and engagement strategies to gather input from various stakeholders.
3. **Project Definition and Background Summary**: Prepare technical memos defining project goals, reviewing existing plans, and establishing methodologies for analysis.
4. **Existing Conditions Assessment**: Conduct an inventory of current active transportation facilities and conditions in the area.
5. **Solution Development**: Create conceptual designs for active transportation routes, including cost estimates and programmatic solutions.
6. **Final ATP Development**: Compile findings into a draft ATP document that summarizes recommendations for improving active transportation infrastructure.
7. **Project Close-Out**: Provide all project files in electronic format as requested by ODOT.

Period of Performance
The contract is anticipated to commence on April 1, 2025, with an expected completion date of November 15, 2026.
