Background
The State of Oregon, through its Oregon Military Department (OMD), is seeking Statements of Qualifications (SOQs) from entities that are Solar Trade Allies with the Energy Trust of Oregon.
The goal is to award a Design-Build Agreement for the design and construction of a new commercial battery energy storage system at Army Aviation Support Facility #1 (AASF 1) in Salem, Oregon.
This project aims to enhance the existing solar power system and improve energy resilience for military operations.
Work Details
The Design-Build Contractor (DBC) will be responsible for:
1. Designing and constructing a commercial battery energy storage system to serve as a backup power supply.
2. Conducting a study of the existing photovoltaic (PV) system and facility power needs to optimize the new system's design.
3. Installing a web-based performance monitoring system with alarms, startup, commissioning, and providing a 10-year warranty on the system.
4. Delivering as-built CAD drawings and operation and maintenance manuals.
5. Managing project administration, design, engineering, construction services, obtaining building permits, ensuring compliance with regulatory requirements, site coordination, value engineering, interconnections, infrastructure improvements, hazardous materials management, and disposal.
Period of Performance
The contract will commence upon award and is expected to be completed within an estimated budget of $500,000.
