RFQ PHIP Website Services

Background
The Oregon Public Employees Retirement System (PERS) is seeking to update the PERS Health Insurance Program (PHIP) website, which is currently managed using the WordPress platform. The website was rebranded in 2014 and, while functional, requires updates to meet current standards, particularly for compliance with the Americans with Disabilities Act (ADA) as mandated by Oregon law.

Work Details
The contractor shall perform services related to compliance, updates, website support, programming, design refresh, and graphic production for the PHIP website. Specific tasks include:

1) ADA compliance: Ensure compliance with ADA requirements by April 24, 2026; achieve WCAG 2.1 AA conformance across priority pages and media.

2) Design refresh: Revise existing templates and refresh front-end layouts.

3) Mobile/responsive updates: Implement updates to mobile/responsive templates.

4) Functional updates: General updates to the WordPress platform for easier site administration; update plugins and settings to conform to the current WordPress Gutenberg editing system.

5) Other miscellaneous updates: Additional updates may include graphics production, web server configurations, assistance with security certificates, SEO, and selection of stock photos. All work must be mutually agreed upon in writing prior to commencement.

Period of Performance
The contract will be performed from the date of award until April 24, 2026.

Place of Performance
Services will be performed remotely or at locations specified by PERS within Oregon.

Bidder Requirements
Proposers must comply with all applicable federal and state civil rights laws including ADA compliance. Proposers are required to submit a quote using Exhibit B Rate Sheet and complete Exhibit D Proposer Information. Additionally, certified business firms (DBE, MBE, WBE, ESB) are encouraged to participate in this procurement.
